Step Three of the Strategic Prevention Framework: Planning
Planning, the third step of the SPF, involves figuring out how to best address identified prevention needs and associated factors.

"Every substance use problem in every campus community is associated with multiple risk and protective factors," Dave, who was once a university police officer and served in the Army, said.
But it would be impossible for professionals to try to address all of them at the same time.
"The first step in developing a prevention plan is to figure out which risk and protective factors to address first," he added.
